The Citizens-Police Liaison Committee commonly known as CPLC, a brainchild of the then Governor Sindh, Justice (Retd) Fakhruddin G. Ibrahim is a non-political statutory institution, operationally independent and managed by dedicated and concerned citizens offering their honorary services. It was initially established at 4 Police Stations vide the Commissioner’s Administrative order No. HMS/JUB-1/10(982)89 dated 31.08.89. Subsequently, a notification was issued by the Sindh Government amending the Police Rules vide notification No. VIII (3)/SOJ/90 dated 15/04/90, to institutionalize the C.P.L.C. concept. The Governor Sindh was pleased to establish the C.P.L.C.-Central Reporting Cell (C.R.C.) at the Sindh Governor’s Secretariat on 17th March 1990, to be headed by Mr. Nazim F. Haji S.St. as chief and Mr. Jameel Yusuf S.St. as joint chief to oversee the functioning of C.P.L.C. and appointed them with the powers of Magistrate (Honorary) first class for the entire Division of Karachi in particular and the province in general Expansion of CPLC took place at the District Level in January ’93 during the tenure of Governor Mahmoud A. Haroon. Five district level committees were established in Karachi through Notification No. VIII (3) SOJ/90 dated 4th January 1993, constituting 07 members each, drawn from a cross-section of apolitical citizens as recommended by the Chief C.P.L.C. to the Governor Sindh. The District members were conferred the powers of Justice of Peace (J.P.). These Committees are catering to the needs of a larger section of the citizens without any funding from the government. CRC office was expanded and inaugurated with the blessings of Governor (Late) Hakim Mohammed Said on 4th Sept. ’93. Governor, Kamal Uddin Azfar appointed Mr.Jameel Yusuf as Chief of CPLC on 14th February 1996. In March 2003, Mr.Sharfuddin Memon (Tamgha-i-Imtiaz) was appointed as new Chief of CPLC by Governor, Dr.Ishrat-Ul-Ibad Khan. The CPLC Charter was approved on 24th October 2003 during his tenure. The Honorable Governor Sindh, Dr. Ishrat-Ul-Ibad Khan, chaired the first meeting of the Advisory Board of CPLC under the Charter on 15th February 2005. After the approval of its Charter, CPLC has been further strengthened with the CRC (Central Reporting Cell) being headed by a Chief (Mr. Sharfuddin Memon), assisted by two Deputy Chiefs (Mr. Mohammad Yousuf and Mr. Shaukat Suleman) and three Assistant Chiefs (Mr. Ahmed Chinoy, Mr. Hanif Moosa and Mr. Shamim Junejo), with the powers of 1st Class Executive Magistrate (Hon.) for the entire Province of Sindh. On March 7th 2007, the Honourable Governor Dr. Ishrat-Ul-Ibad Khan reappointed Mr. Sharfuddin Memon TI as Chief CPLC, Mr. Shaukat Ali Suleman TI and Mr. Hanif Moosa as Deputy Chiefs; Mr. Ahmed Chinoy TI, Mr. Tanveer Mohammed and Mr. Ali Haji as Assistant Chiefs of the CPLC with powers of 1st Class Executive Magistrate (Hon.) for the entire province of Sindh. On March 1st 2010, Honourable Governor Dr. Ishrat-Ul-Ibad Khan appointed Mr. Ahmed Chinoy TI as Chief CPLC with the powers of Judicial Magistrate and Justice of Peace With the introduction of Devolution of Power and new policing system, CPLC-District Reporting Cells have been renamed as Zonal Reporting Cells (ZRCs). These ZRCs are located at ex-District SSP offices for easy access of general public to lodge their complaints. The five District offices established on 4th January 1993 were headed by a Chief with a Deputy Chief and seven members including a lady member. The current Zonal offices are headed by Waseem-uz-Zafar Qadri (Central), Mr. Zubair Chhaya (East), Mr. Zubair Habib (Malir), Mr. Ghulam Abbas Badami (South) and Mr. Mohammed Zaman Khan (West). The members so chosen were drawn-up after careful scrutiny and in-depth interviews of the volunteers nominated from a cross-section of the society. Dedication, motivation, honestly and service above self is the essential ingredient of a CPLC member, as he is expected to always endeavor to provide relief equally to all citizens irrespective of their caste, creed, financial status or political affiliation at all times. The fully equipped modern offices of ZRCs are each headed by a Chief, assisted by a Deputy Chief and 7 members including a lady member, imparting their voluntary services with financial support. Each ZRC has four paid staff members, who are working as Citizen Liaison Officers, besides handling all other routine office work.
